Kamala Harris, Trump and Biden mark the attacks on Israel on October 7th

WASHINGTON — White House director of political strategy and public relations Emmy Ruiz has been promoted to senior adviser, joining a small circle of top aides who will help Biden in his final four months in office.

The move makes Ruiz the youngest person to hold the title under Biden, according to a senior administration official who initially shared the details with NBC News.

In her new role, Ruiz will continue her work on all policy issues in the home stretch before the November election. With Biden now no longer a candidate, Ruiz and the other senior advisers will work closely to determine how and where to deploy the president in battleground states over the next 30 days, the official said.

She will continue to coordinate with the Cabinet on all political trips and engagements that the Cabinet takes on in the final stretch.

Ruiz has led the White House political team since Biden took office in 2021. She previously served as a political strategist for former President Barack Obama, former Secretary of State Hillary Clinton and Harris.

She played a key role in the White House's 2022 midterm strategy and is working closely with the Democratic National Committee and the Harris Campaign to ensure that the Biden administration and political entities are as aligned as possible.

“Emmy is a passionate advocate for improving lives for all Americans,” White House Chief of Staff Jeff Zients said in a statement to NBC News. “We are fortunate to have her on the core team working with the President to finish the job and advance his historic agenda.”

Ruiz, the daughter of Mexican immigrants, comes from the Rio Grande Valley in South Texas.
