The Titans won the coin toss to start and elected to postpone, with Malik Willis starting his second game in place of Jordan Love. Green Bay faked a pitch on the first play and Willis completed a 30-yard pass from an underlying crossing route to receiver Jayden Reed.

On third-and-7 from the Tennessee 37, Willis threw a 30-yard pass to Christian Watson on the right sideline to set up the first down. Two plays later, Willis grabbed the ball on an option read and ran for a 5-yard touchdown that gave the Packers a 7-0 lead with 12 minutes, 25 seconds left in the first quarter.

The Titans opened the game with a 23-yard pass on a play-action play to Josh Whyle and then converted a third-and-9 from the Green Bay Packers 23-yard line with a 20-yard pass down the seam to Tyler Boyd.

The Packers nearly got a stop on third-and-8 when Rashan Gary sacked Will Levis, but Preston Smith was penalized for a neutral zone violation. Levis connected with Whyle on the next play for seven yards.

Tennessee tied the game 7-7 with a 1-yard pass to Nick Vannett with 7:15 minutes left in the first quarter.

Willis threw nine yards to Reed on the second down and then ran twenty yards on the third down and second down to get into Titans territory. Tennessee sent six yards on the third down and seventh down and Willis climbed into the pocket, ran eight yards and made the first down.

Willis then gained 29 yards on an option read to set up first-and-goal at the Titans' 2. After an incomplete pass on third-and-goal, Brayden Narveson made a 21-yard field goal to give Green Bay a 10-7 lead with 1:05 left in the first quarter.

On the first play of the Titans' second drive, Jaire Alexander intercepted a pass from Levis and scored a 35-yard touchdown, increasing Green Bay's lead to 17-7 with 51 seconds left in the first quarter. Wilson accounted for 134 of the Packers' 137 total yards in the first quarter.
